I have a mikrotik router which I need to create 1000 users in DHCP series 172.16.1.1 to end…for access point and router.

Is it a joke? 1000+ devices to manage and you do know know how to set subnets larger than 256 IPs?
You cannot have 1000.
Either 1022:

And it’s not fun is the ip pool is exhausted, so usually you would want a (much) larger pool than the number of actual devices.
1000 devices is not exactly beginner territory
