Im being scanned-Help!!!

i am new here this is my first thread i hope it is in the right place.
i am using Mikrotik 2.9.6 for my ISP but lately there is someone in my area who;s scanning my clients MAC and and using their static IPs, is there any one who has any idea what should i do.

Use WPA2 encryption, Set ARP to “reply only” on Wireless interface and let DHCP server assign static IP’s and add address to ARP.
