It would help to know what and how you’re determining they’re changing IP addresses; for example the wireless registration table that shows a “last ip” which often reports back the most recent external IP passing traffic in that’s been seen, so could show a number of IP addresses in a short period.
Alternatively if they have a virus, or if there’s a DHCP bug refusing to allow a machine to pick up IP leases it is possible you would see multiple IP addresses via an end users connection.

Dear Thanks for your Reply, I am new to mikrotik, I want To find A IP Rotating Way in mikrotik for hotspot users , So can i use a type of Script or Firewall Rule in Mikrotik Which Will change the proxy or ip every second? I want The Mikrotik To Work Like a Proxy Changer or Ip , Not the Dhcp , I am Asking for Changing the Wan IP or parent Proxy every sec or every 5 sec in Mikrotik

Sure, you can make a script to change the IP every 5 seconds… but I don’t think your clients will be able to keep up with it!
How will your clients know what the new IP address is every 5 seconds???
