It seems that this changes from 7.24.3: 7.24.3 [stable] is released!
ipsec - fix duplicate connections on IKEv2 retransmissions;
ipsec - improve stability;
Have fixed my bitrate problem.
I advice not to go to 7.24.3 but directly to 7.24.4 as it has a known issue with LTE cards.
