Please recommend the best place to host CHR in the cloud, that is not too expensive.

Find a hosting provider supporting user supplied ISO files and you are off to the races. (Which are most providers, Contabo have a surcharge for this, read their website)
Expect to pay minimum 4½-5 EUR or 5-6 USD á month for the smallest VPS with the recommended requirement of 1GB of RAM and 1 or 2 vCPU’s. (Depending on the provider)
The providers I can list OTOH are DigitalOcean (pay-by-hour), Vultr (pay-by-hour), Linode (pay-by-hour), RackNerd, Hetzner, HostHatch, Contabo, Virmach, BuyVM. I will not endorse one over the other. Subject to your own criteria selection.
Depending on your use-case. Beware platforms might restrict a subset of actions on their website if you source IP is classified as Datacenter. Instead of residential. In the IP-Database they use (E.g. streaming platforms, payment providers, payment of VPS providers to combat fraud)
CHR & ISO? Is it something new?
I use IsHosting.
CHR VPS for 5 EUR /month with fixed ip4.
I am using it as wireguard gateway only for now.
Similar is vultr with servers world wide.
I think one can get a decent CHR setup for about $7us a month
