Hello I have 200 devices that I wan to control via ACL and MAC ADDRESS to assign VLAN IDS. What is the maximum amount of ACL I can create on The MikroTik CSS326-24G-2S+RM running SwOS.

SwOS is for simple L2 deployments. Unfortunately, the CSS326-24G-2S+RM isn't going to work for what you want it to.
SwOS has a software limit of 32 ACLs, so that isn't an option for you, and SwOS does not support 802.1x.

Does this mean that I can only share 32 MAC addresses for one port? (All locks except those on the whitelist.)
Or can I create 32 lists in which I can store as many MAC addresses as I want that I can enable on the ports.

I live in a two story apartment. I bought ccr2004 to create vlan based network and route them. I do not have proper ethernet infrastucture in my home. I use gigabit powerline adapters to connect rooms. I wanted to create dynamic vlans based on mac id of the devices with user manager. I am currently distributing ip and control wifi network based on mac id of the devices via user manager. I am currently using a flat network with C class network address.
