MC8790 / RB411UHAR / AT&T Wireless config

I have a RB411UAHR and a Sierra Wireless MC8790 Mini-PCIe card. I have upgraded the FW on the card to V2.xx and I am able to see the card and everything looks peachy.

My question is, has anyone configured this card for use with the AT&T 3G network in the US? Here is my current config for the card:

Flags: X - disabled, R - running
0 name=“ppp-7bound” max-mtu=1500 max-mru=1500 mrru=disabled port=usb2
data-channel=6 info-channel=3 apn=“isp.cingular” pin=“” user=“”
password=“” profile=default phone=“*99#” dial-command=“ATDT”

use-peer-dns=yes keepalive-timeout=30 allow=pap,chap,mschap1,mschap2

What I get in the log is the following:

00:49:30 async,ppp,info ppp-7bound: initializing modem…
00:49:30 async,ppp,info ppp-7bound: dialing out…
00:49:31 async,ppp,info ppp-7bound: initializing modem…
00:49:31 async,ppp,info ppp-7bound: dialing out…
00:49:31 async,ppp,info ppp-7bound: dialing out…
00:49:31 async,ppp,info ppp-7bound: disabled

And this goes on and on… I am assuming I have the incorrect dial plan configured for the card and/or the provider.

What am I missing here?
