Have you already tried to first upgrade to latest ROS6 and then move to ROS7 ?
6.23 is from ...2014 ? That's quite a BIG jump you're making there. ROS7 didn't exist yet then !
Additionaly there was a big "mental" change at L2 layer concept at ROS 6.41 that came back to bite a lot.
It should be sorted out first, then upgrade to the latest 6.49 version and then to 7
Right sequence:
6.23 -> 6.40
6.40 -> 6.41 (fix all master/slave to bridge ports by hands)
6.41 -> 6.43 (fix all firewall errors by hands)
6.43 -> 6.49.23 (check various changes)
6.49.23 -> 7.23.8 (fix all incongruences by hands)
I would upgrade up to 6.40, then backup and then 6.41 and then rest of your path.

Hmmm, minds set to the same frequency?
I'd set /system package update set channel=stable and /system routerboard settings set auto-upgrade=yes. And the keep doing /system package update install and reboot, a few times, until you get to 7.24+.
Now, I'd also look at disk space, my RB1100Ahx4 is my main test router for betas, and in 10 years its flash disk is almost full of hidden files. So that could be the issue too.
But following the path RouterOS recommends in System > Packages > Check For Update is what I'd do.
