Mikrotik router RB941 LAN timer

Hello.
I have Mikrotik router RB941

  1. Is it possible to set a LAN timer (10 PM - 7 AM) for the specific socket (socket number 4) in router?
    Wireless should be active in this time.

  2. Is it possible to restrict wireless for specific mobile phone (as a timer from 10 PM to 7 AM)?

Could you please write step to step how I can do it?
