I have tried setting the chat ID to the topic ID

but the script still sends this message to the general chat of the group
You have to be more creative with the tool fetch command and use some of the options to do a correct POST.

If you search a little bit of the web you could find some example of this POST with the curl command, and you could translate that to Mikrotik tools fetch command.
Maybe you could ask ChatGPT or Gemini to do that for you.
The sendMessage method has an optional parameter message_thread_id which indicates the topic the message belongs to.
