i was looking for the netinstall package in https://https://mikrotik.com/download but found it nowhere.
is it obsolete, or have i missed something.

If you're looking to the RouterOS package - not linux/windows EXE ... that only in the testing channel right now... since the netinstall.npk only got added in 7.24beta2.
So you need to use the "testing" channel and upgrade to that first. Or wait a few days/week/~month for 7.24 to get moved to "stable". Then in System > Packages you'll see the option to "Enable" netinstall, and can use "Apply Changes" to install it (no download required). Then under /tools you see setting that mirror the options in the windows/linux-cli netinstall.
