OVPN server not responding to incoming OVPN connection attempts

We have had 22+ OVPN tunnels terminated on our RB4011iGS+5HacQ2HnD for a number of years. Last week they all stopped connecting. I can see all the OVPN clients trying to connect by looking at their logs. Their logs initializing, connecting, terminating- could not connect, disconnected. I don’t see any incoming connection attempts on the OVPN server logs. I also don’t see any activity on the firewall rule for accepting port 1194. If I disable the firewall, the VPNs still do not connect. It is as if the incoming connections are blocked before they get to the OVPN server. The only way that I know that they are actually coming in is by running the packet sniffer and filtering by port 1194. If I do this I can see the incoming connections. For some reason the OVPN server is not accepting connections on this interface. I have tested by setting up another Mikrotik router on the LAN side and trying to connect to the public IP address. When I do this it connects via the bridge without any issue. I can also torch the public-facing/WAN interface and filter by port 1194 and this shows the inbound connection attempts.
