Did you cause traffic from the router to the WAN?

And by that I mean traffic originated on the router, not traffic flowing THROUGH the router.

Anything. ICMP, telnet from the router to the Internet, DNS lookups - anything. The ‘output’ chain is for traffic originated FROM the router itself. If there’s no such traffic going to the WAN, there’s not going be hits on the lines that manage that traffic.
