Problem with TCP-traffic on CCR1036-8G-2S+

Hello.
I ran into the following problem. Experiment is shown in the attached schema file.
With RB951 downstrem and upstream reaches ~94-95 Mbit/s. But using CCR1036-8G-2S+ downstream only ~25 Mbit/s and Wireshark indicate many TCP Out-of-Order and TCP Duplicate Ack packets:(((. This problem exist only on TCP-traffic and UDP-traffic in both direction passes without any problems (~94-95 Mbit/s). Also worth noting that tested without D-Link DGS-1100-6 downstream shows the result of ~94 Mbit/s (using CCR1036-8G-2S+).

Where could be the problem?

P.S.
RouterOS version 6.35.2.
RB951 and CCR1036-8G-2S+ have default configuration with the exception of:

  1. Firewall without filter, mangle and NAT rules.
  2. Interface Queues — only-hardware-queue ( only-hardware-queue — Kind none )
