What would be the maximum number of hotspot active users can the rb 5009 hundle with out hitting the cpu 80 to 90% usage

Think that the CPU utilization is not only the result of "how many users are logged".
If you have a lot of complicated or just big set of filtering rules + logging + other services, then the saturation could skyrocket almost immediately.
I totally agree.
The Hotspot server itself does not load the processor based on the number of logged in users - but on the network processes associated with them.
Easy: 500 is the max idle,
then divide Max bandwidth to 400 to have the max concurrent users at Max speed...
So, if you have ~2500Mbps = ~6 user max at full speed.
If the users are limited, for example @50Mbps are ~50 users, @20Mbps are ~100 users, and so on...
This is obviously an approximate calculation, not a precise one, which obviously also depends on what else you configure in the device.
