The rb800, can not connect with winbox.

if it reboots each min it might be that you have a netwatch or something like that that was configed, you can from the terminal force it to netinstall, worst case you can netinstall via com, i had an issue with netwatch before that had similar results.
The router is not able to connect with netinstall. only hyper terminal.check above.
As the key within 2 seconds then u can change the boot loader settings, you can netinstall via com port.
