Route downloading to different ISP & Http to different ISP

i have 3 ISPs

I want to route my users browsing to 1 ISP
Downloading to 2 ISP
& voip to 3 ISP

how can i doo frndsss..

What do you mean by downloading? If it’s file downloads via HTTP you cannot differentiate between browsing and downloading until it is too late to move the connection to another ISP. It is literally impossible.
