how can i see all the network routers from a CPE (board 411) useing winbox?

In winbox you can go to IP>Neighbors

I have try that but i can only see the one RB that I am conected to. I can’t see the other RB’s

are there other MikroTik routers on the same network? Do their firewalls allow you to see them? Is neighbor discovery enabled in them?
