Is there such a thing?

The Mikrotik documentation provides decent examples but there is no real explanation as to what the various configured parameters do (can do) and the syntax for setting values, eg like exists for Cisco IOS.

If anyone could point me to such a resource it would be greatly appreciated.

Sadly not, just the regular docs, and the community has develop some api and lsp functions to explore the commands. What's changes between the versions.
