Scanning for reception G5/G4 without insert a sim card

I got a

  1. Mikrotik - ATL 5g R16
  2. MikroTik RouterOS 7.20.8

/interface/lte/at-chat lte1 input="AT+QSCAN=3,1"
output: +CME ERROR: operation not allowed

I haven't inserted the SIM card yet and am trying to scan for signal reception (3G, LTE, and 5G) without putting the SIM card into the device. How can I perform a scan to check the availability and quality of the reception?
