I would say that with defective ethernet cables 1% is "bad cable" and 99% is "bad RJ45 plug", usually re-terminating a cable makes it work as new.
Still JFYI, most Mikrotik devices have a built-in feature for cable testing, but- for the reasons above - if the issue is in the connector (and it is in the connector) it isn't particularly useful, but it will usually tell you about an actually shorted or interrupted cable.
