I am not a expert but guessing from your question and the picture you sent you may want to look at techniques such as QoS.
If the bandwidth you sold is more than you have it shouldn’t really be a problem but in some case’s al lot of people may try to use their bandwidth at the same time as seen in your graph.
This could give you some trouble, at your maximum bandwidth you will start to see packet drops and higher latency’s
Congestion is a pain in the but hole.
By using techniques such as QoS you can make sure the bandwidth is shared equally and you could even prioritize some protocols such as HTTP and HTTPS.
This will ensure that the quality of your network remains high at these moments.
Just sell them that they get their maximum bandwidth 95% of the time for example.
