using parents

nedd help pn using parents to asing dedicated bandwidth and shared bandwidth to users.
also need pcq configuration examples,what should rate, limit and total limit values be in pcq settings

i want PARENT A with 512kbps (dedicated) to be shared to beloww
1,2,3,4,5,6,7,8,9,10,11… users

my question is does parent a need ip address? none, blank or 0.0.0.0/0?
i tried settin parent a with 0.0.0.0/0 it worked but after router is rebooted it stops workin, also i use torch under parent a and see connections of quees not assigned under PARENT A queee..

please helpme all i need is to set dedicated users(simple quees)
shared bandwidth users mostly home users
