With a disclaimer: ROS internal bandwidth test tool (mentioned in quoted text) consumes lots of CPU resources on device running it[*]. Often it’s these resources that are actual bottleneck and results don’t accurately represent routing/line capacity. So if results are lower than expected, it’s necessary to verify that CPU on neither of involved devices is maxing out. Note that bandwidth test tool is single process and on devices with multiple CPU cores it won’t use up all CPU cycles, it’ll choke on single CPU core (so one has to run CPU profiler rather than observing output of /system resources print).

That implies that he gave his clients MikroTik routers with enough processing power to handle the bandwidth test, routing and NAT. Which I highly doubt.
