webproxy with hotspot

I have many PCs some of them use webproxy and other uses mobile phone and laptop
my question
any PCs user proxy didn’t get hotspot
and any PCs didn’t have proxy get hospot

I mean
my PC has a proxy server 10.0.0.2 with proxy port 9300
and other PCs didn’t have a proxy

I want from mikrotik hotspot to authorize my PC and show hot spot login for any PCs didn’t have proxy
