why RB1100AHx2 PCQ not work?

Now I use the RB1100AHx2, version is 5.8.
When I added the PCQ limits, it works wrong.
I set PCQ limit is 2M, but in fact, the number can to 3.2M, why?
I first Mangle the connection , then Mangle the packet, like the attach jpg.
why? how to fix?

If no mistaken you should enable IP firewall under bridge interface> setting…
