Will PCQ work in this situation?

We have a 1MB internet connection to Public and 10 MB LAN conection on Local. We would like to share the bandwidth more evenly between users. Will PCQ allow us to to that? If incomming packets leave the router before the next packet arrives, because the LAN is much faster than the uplink, will PCQ be abe to shape traffic? How? If PCQ won’t work, what would you suggest? I don’t want to set a hard limit per user. I would rather have a dynamic limit per active user.

I’ve tested it running uTorrent and Gnutella while browsing, really does the trick.
