Winbox: Error router does not support secure connection

I am confused.
I have two routers connected by a trunk with 2 vlans on this trunk with an address assigned for each router on each vlan.

When I am connected to router 1, I can connect via winbox on router 2 with one of the ip address of router 2.
But when I am trying to connect via winbox on the other ip address of router 2 I got the winbox error: router does not support secure connection.
I can ping router 2 on both IP addresses, and router 2 firewall accept input on both networks. I can also login through webFig on both addresses.

Why a different route is blocking winbox secure connection?

Draw a network diagram and
present both configs
/export hide-sensitive file=anynameyouwish

RouterOS version of both devices?
WinBox version?
On WinBox menu click on “Tools” / “Legacy Mode”.

Winbox 3.28
ROS 6.48.3 on both routers.

What does the Winbox secure mode connection use that legacy mode does not?
What could make that I can connect with webfig on both IP addresses, but on winbox only one address accept secure mode?

Stop asking questions and provide evidence please
/export hide-sensitive file=anynameyouwish
and draw network diagram.
