How can I solve that issue of NOT ALLOWED BY DEVICE MODE when installing the billing system

To bypass the "not allowed by device mode" error on MikroTik, you must update the device mode to enable the specific restricted feature (like containers, Zerotier, or scheduler tasks) and physically power cycle the router to apply the settings. [1, 2, 3]

Power cycle or hit the reset button.As I recall, this is in the Mikrotik docs, so no need to gamble with Google.

/system/routerboard/settings . . . set shows you the choices, and set changes them.

Once set, you have 5 mins (iirc) to reset/poer cycle or the changes revert.
