Yep, the 14 (or 13) dBm is the actual ETSI limit for 5735-5785 (channels 149-173).

In a nutshell, we only have a very limited number of "free" or "almost free" channels with a "reasonable" allowed power AND NOT the 10 minutes CAC that - depending on the specific location - might be a nightmare.
